Clarissa "Christy" Lipscomb, Water Resources Director – Clarissa Lipscomb is a seasoned water resource professional with an impressive 26-year career dedicated to ensuring high water quality and efficient management of water treatment and distribution systems. Currently serving as the Interim Engineering Director, Clarissa oversees the operations of Kerr Lake Regional Water Treatment Plant and Henderson Water Reclamation Facility, utilizing extensive expertise to ensure the provision of safe and clean water to the community and the environment. With certifications including Grade A Water Distribution Operator, Grade A Surface Water Treatment Facility Operator, Grade 4 Collections Operator, Cross-Connection Control System Operator, Grade 4 Biological Operator, and Surface Irrigation Operator, Clarissa demonstrates broad knowledge and proficiency across various aspects of water management. Having specialized in physical/chemical water pollution control systems operation since 2005, she possesses a deep understanding of water quality management practices. Clarissa is known for her dedication to excellence and commitment to ensuring the availability of clean and safe water for communities across North Carolina.

Logan Tyndall – Logan is an Engineering Technologist at the City of Henderson, where he has contributed over 8 years of expertise in a broad array of fields, including surveying, uncrewed aerial systems (UAS), remote sensing, computer-aided design (CAD), and subsurface utility engineering. Logan has been instrumental in transforming the city's engineering department through the integration of advanced technologies and innovative procedures. His efforts have led to the adoption of cutting-edge data acquisition tools such as ground penetrating radars, UAS, and LiDAR, alongside the pivotal refinements that enhance the City’s Erosion and Sedimentation Control and MS4 Stormwater Programs. In collaboration with his colleague Ian, Logan has played a key role in developing the City’s groundbreaking open-source GIS map. Logan's tenure is also marked by his forward-thinking deployment of additive manufacturing (3D printing) techniques, crafting custom solutions that have become essential to the department's data acquisition and analysis capabilities. His comprehensive approach and dedication to modernizing the city engineering department underscore his commitment to excellence and innovation.

Ian Harshbarger – Ian a GIS professional with over nine years of experience in the field, currently serving as the GIS analyst for the City of Henderson, NC. With a tenure of six years at the City, Ian has demonstrated expertise in leveraging both open-source and closed-source technologies to develop innovative solutions. Notably, he collaboratively spearheaded the creation of a custom city-wide infrastructure map, integrating diverse data sources to visualize city-owned utilities. His proficiency extends beyond GIS, encompassing software engineering, programming, and database administration, making him a versatile asset in addressing complex spatial challenges. In his spare time, he aids volunteers as a beta leader for Waze, utilizing his expertise to facilitate communication between government agencies and event organizers for traffic management and aiding in disaster recovery efforts. Additionally, he tailors custom addons for the map editor, which further enhances the effectiveness of these efforts.

Stephen "Dale" Jones – Dale an Engineering Inspector who brings decades of industry experience to every project. With a career spanning diverse aspects of civil engineering and construction, they possess a deep understanding of infrastructure systems, regulatory compliance, and quality assurance. Known for their meticulous attention to detail, they excel in reviewing construction sites, ensuring compliance with city codes, and addressing stormwater management and erosion control standards. Their extensive experience enables them to identify and resolve potential issues proactively, safeguarding the integrity of public works and development projects. A dedicated professional, they are committed to fostering community growth while upholding environmental and engineering standards. Their expertise continues to shape the success of our projects and supports our mission of maintaining a safe and sustainable city infrastructure.

Amanda RubertAmanda is an Engineering Assistant with five years of dedicated service to the City.  She has a pivotal role in ensuring the smooth operation of the department through a combination of fieldwork and administrative support. Specializing in asset mapping and GPS data collection, she manages critical data related to utilities, ensuring that information is accurately captured and validated. Her expertise in field inspections and GPS technology is complemented by their proficiency in document management and data input, making them a crucial part of the team. Amanda's versatility, attention to detail, and commitment to the City's infrastructure development have made her an integral part of our team, ensuring that every project is backed by accurate data and efficient documentation management.
